Rowland, a surfer who has been monitoring the beaches for the past two weeks, Rowland also witnessed 10 to 15 kangaroos in severe distress, unable to stand, and a larger group of around 30 exhibiting abnormal behavior. A video captured by Rowland showed some of the animals collapsing upon approach. He was quoted as saying, "There were a couple of joeys standing by themselves and a couple more standing near the corpses."

While officials initially considered toxic phalaris grass as a potential cause for the kangaroos' condition, the proximity to the algal bloom has prompted a closer examination of a possible link.
